Digital Communications (eBlasts) are managed by third party vendors at this time.  The companies that manage eCommunication will allow constituents to opt-out of communications through the communication itself.  It is important to let the constituent know where to look for these options as they can be challenging to find.  Below is an example from HighRoad Solutions.
